I don't know if that's her specific intention, mind you, but in practice I think the answer is definitely yes.

Naked demon-rabbit thing who thinks "let me be touchy-feely and press myself all over you" is just common sense. Maybe she's trying to earn brownie-points, who knows.

She is simply listing possible choices. A Manchurian is just one of the candidates.
Also, for a brief moment, I read Zandra's line in the 4th panel as coming from Betty, and it made sense to me with that face.
Betty can go wherever she wants! She can probably even take you with her, Zandra,minus the chains.
